Severn's team at the White Horse 5K was headed by Stephens (11th), now back to near his best.
Alex Hope (17th) just beat brother Gary (18th) and team-mate Simon Fortnam (19th), while Dave Lander (25th) showed signs of a return to form.
Seventeen-year-old Alex Maton (37th) scored for the first time, with his training companion Gareth Howells (41st) winning the Under-17 prize.
